Kirby Hannan formed the KTHPA firm in 1994 after acquiring more than 25 years of legislative experience with major state trade associations, public employee unions, and Fortune 500 companies. Since it's inception, the firm has grown from a niche group specializing in retail clients and credit-related issues to a full-service organization involved in a wide array of legislative issues, including technology, health care, banking, and emergency response. Hannan first entered government relations as head of public affairs for the state's largest public employee union. Subsequently, he was asked to head up the Retail Council of New York State and served as director of government affairs for Beneficial Management Corporation, addressing banking and credit-related issues. Just prior to forming KTHPA, Hannan held the position of vice president of government affairs for various Corning holdings as they spun-off Met Path their clinical laboratory division. Hannan earned a bachelor's degree from the University of New Hampshire.
Jan VanDeCarr brings more than 12 years of lobbying and legal experience to KTHPA earlier having served in various positions in the private sector. He has served as counsel to a large NYS health insurance company as well as an associate with a prominent upstate NY law firm where his practice focused on municipal law, general business law and economic development. VanDeCarr represents all KTHPA clients and is responsible for legislative and regulatory advocacy including state budget analysis, legislative research, public testimony, and economic development and procurement strategy. He is admitted to the Bar in the states of New York and North Carolina and is a graduate of Georgetown University and DePaul University Law School.
Peter O'Connell has been actively involved in government relations for nearly 30 years. During his career as a legislative advisor, he has represented more than 50 clients on a wide variety of issues before the New York State legislature, governor's office, and state agencies, as well as federal, New York City, and local municipal governments. In this capacity, O'Connell has addressed a broad range of issues involving transportation, the environment, taxation, health care, racing and wagering, professional licensing, tourism, education, and labor relations, among others. Formerly a practicing attorney, both on his own and with a prominent Park Avenue law firm, O'Connell concentrated in labor law, litigation, real estate, criminal, and corporate law. In recent years, he has filed several amicus briefs on behalf of his legislative clients in both federal and state courts including the U.S. Supreme Court. A Vietnam Navy veteran, he is a graduate of Siena College and Brooklyn Law School.
Norman R. McConney, Jr. comes to KTHPA after distinguished service in the NYS legislature as Executive Director of the Office of the Deputy Speaker of the Assembly Arthur Eve. In this role, he served as an advocate for the disadvantaged and underrepresented populations of New York State. Through policy making and the NYS budget process, he has put his mark on the fields of economic development, youth programs, education, corrections, and health care and was the prime architect of the NYS Science and Technology Program (STEP) which prepares high school students of color for careers in science and medicine. A frequent lecturer at Baruch Graduate School for Political Management and George Washington University. McConney was one of the principal authors of the People's Budget and the NYS Budget Equity Document. His efforts have garnered numerous awards, including Man of the Year from the NYS Black and Hispanic Caucus, the Community Service Award from the Greater NY Mental Retardation Association, and the Legislative Leadership Award. He has served on the Martin Luther King, Jr. Commission and was a Revson Fellow for the Future of the City of NY at Columbia University.
Patricia Hannan is a co-founder of KTHPA and currently serves as the firm's managing partner. Prior to establishing the firm, she was affiliated for more than 20 years with the New York State Bill Drafting Commission, working to introduce legislation, draft regulations, and formulate the NYS budget. Hannan also served in the Office of Legislative Secretary to the Governor, where she assisted in tracking the governor's program bills and prepared bill jackets for final signature or veto. Hannan also worked with the Governor's Office of Employee Relations following passage of the Taylor Law, which allowed collective bargaining by the State's public employee unions.
Kelly Maynard has been working as a legislative assistant with KTHPA since 1999. In this capacity, she identifies and tracks relevant introduced legislation, monitors and reports on existing legislative and regulatory issues, assists in coordinating annual legislative plans, and attends committee meetings. In addition, she is responsible for much of the office accounting and general office management. Kelly gained prior legislative experience working for eight years with another lobbying and association management firm where, in addition to legislative tracking, her responsibilities included membership services, convention planning and accounting for several trade associations. Kelly has a bachelor's degree in accounting from the College of Saint Rose, Albany, NY.
Ross Hannan has worked at KTHPA from 1998 to the present. His specialty is client reporting and client services. He attends all relevant public hearings and committee meetings and organizes custom reporting packages for each client. Prior to working at KTHPA, he was music coordinator for 411 Skate Boarding Video Magazine and conducted public relations activities with label promoters. Ross has an associate's degree from the University of San Francisco and is pursuing a bachelor's degree.
